For multifamily dwellings purchased in Wisconsin, provisions for compliance with the Wisconsin Rental Weatherization Program must be included in the property transfer terms. A buy-sell agreement should stipulate whether the buyer or seller will assume responsibility for obtaining a Certificate of Compliance issued by an inspector certified by the Department of Commerce. Depending on the outcome of the inspection, a buyer may be responsible for bringing the property up to standards within a year.
